The City of Moorpark celebrated the groundbreaking for the soon to be constructed Human Services Center. The building will house services including Interface Children and Families Services, First 5 Ventura County and the Ventura County Health Care Agency, which will operate a medical clinic. In attendance were Mayor Janice Parvin, Supervisor Linda Parks, members of the Moorpark City Council, the Ruben Castro family and a large gathering of supporters and children from First Five.
Castro, who died in December at the age of 80, grew up in old-town Moorpark, where his parents owned a grocery store on High Street in the building that now houses the Secret Garden Restaurant. After serving in the Korean War, he ran the store and was known to extend credit to those who worked in seasonal agriculture. Castro joined Catholic Charities as a case worker in the mid-1980s and was manager at the Moorpark Food Pantry until retiring in 2005.
